The city was the definition of freedom, aside from the short period of Triad rule over the city it was a peaceful and happy place to live for it's residents, sure it smelled like shit, needed some cleaning, and probably didn't have cable, but the people were happy and free from the chains of an over bearing government that just wanted control over the people.
